This Fall 2025, the Utah Transit Authority (UTA) plans to post a Request for Proposals (RFP) for Innovative Mobility Solutions prospective vendors.

UTA hosted 2 meetings in September for prospective vendors to provide information about this upcoming RFP.

These meetings, Innovative Mobility Solutions (IMS) at UTA: Prospective Vendor Informational Meetings for Upcoming Request for Proposal, were held to inform interested vendors about the IMZ Operations/Services contract procurement (IMZ = Innovative Mobility Zones: UTA On-Demand Microtransit and Other Innovative Mobility Services).

UTA published the availability of these meetings on its website. Attendance at the informational meetings was optional.

Additional Information on the Meetings
The first meeting was held in-person on September 8, 2025, at UTA Headquarters in Salt Lake City, Utah. Seating was limited and reserved on a first-registered, first-served basis. Registration closed the day of the online meeting.

For the second meeting, held online on September 10, 2025, vendors who registered and provided an email address received a direct link to attend.


Event Description
These meetings provided details on the upcoming procurement for Innovative Mobility Zones (IMZs) operations, which will support seamless, innovative transit services across multiple IMZs within the UTA service area. This initiative aligns with UTA’s Five-Year Service Plan and Long-Range Transit Plan.

The contract resulting from this procurement will establish a master service agreement, allowing for future service area expansions or the addition of new services as needed.

Anticipated Terms of Procurement


  • Procurement name: UTA On-Demand Microtransit and Other Innovative Mobility Services
  • Initial term: Three years (2027–2029), with two optional one-year renewals
  • Agreement type: Master service agreement allowing for future growth and new options, contingent on annual budget approval
  • Awards: Multiple vendors may be selected
  • Scope of services — Transportation as a Service (TaaS): Includes full solutions covering vehicles, drivers, and technology

All services will be:


  • ADA-accessible
  • Managed through the UTA On Demand App (linked to the Transit App)
  • Electronically integrated with UTA’s fare system

Continuing services include:


  • Microtransit
  • Software as a Service (SaaS) licensing for independent zones
  • Consulting support (service design, modeling, partner coordination, etc.)

Potential new services may include:


  • TNC revenue operations
  • Low-ridership shuttle service
  • Flexible holiday service
  • Advance booking ride reservation system

Budget estimate:


  • Not to exceed $50 to $150 million over the first three years
